HOW TO BUILD THE POWERFUL USER MANAGEMENT IN MSSQL 2008 FOR THE DATABASE SECURITY PURPOSES ?

I am not getting your question. If possible, please add more information here.
For user management you can do one of the following.
--> Enable the C2 trace auditing for the user activity
--> You can run the profiler trace as well
--> You can setup the policy based management to prevent user for particular rights
--> Make ITIL practice in place, which records RFC
--> Document the Permission
--> Use SP help revlogin procedure for the login backup
--> Setup the auditing
--> Use third party tool, like compliance manager
